Tom's comments concerning water time are insightful. In the early 80's I skied every day and could get a couple of hours on the water even in the summer time. Now, the only way to practice seems to be at 6:30 a.m. on weekdays, and the only guys that seem to be on top have some type of private site access. This does not bode well for growth in our sport. But the original question was: Does boat testing/certification help or hurt the sport? Would we be better off not to certify any boats and just bid out tournaments to the company with the most money?
